CAPITAL SMART CITY ISLAMABAD

As the first ‘Smart City’ in Pakistan and the fourth in Asia, Capital Smart City is a major, state-of-the-art residential project in Pakistan. The housing society is becoming popular among Pakistanis because of its smart features. It is located off of the Lahore-Islamabad Motorway (M-2).

Islamabad’s Capital Smart City is a joint project between Future Holdings Developments and Habib Rafiq (Pvt). The latter, a well-known name in the real estate industry in Pakistan, are developers of Bahria and DHA in Islamabad. In addition to this, they successfully have housing projects in the cities of Sargodha, Multan, and Sahiwal bearing the name of Royal Orchard.

Future Developments Holdings (Pvt.) Limited (FDHL):

About Habib Rafiq Pvt. Ltd.:

Pvt. Ltd. Habib Rafiq is a construction and development group based in Pakistan which has been responsible for many prominent construction and engineering projects over the past five decades. Master Plan of CSC:

The planned vision for the new city was submitted to a Singapore-based consultancy firm, Surbana Jurong (SJ). It is Norman Foster's design.

The Rawalpindi District Council has a release with reference to NOC Blue World City, Rawalpindi vide Letter No. 532/10/DC dated 07-08-2018. It resolved the jurisdiction conflict between Rawalpindi Development Authority and the Rawalpindi District after signing the 2021 Local Bodies Ordinance. Blue World City has been given approval for construction due to District Council deliberations. Because of this, the plot prices are also on the rise. The new planning norms for the Blue World City are in the process of getting approved. The property developers are optimistic that the new norms for the housing society will also be approved soon.

Surbana Jurong is a Singapore-based reputed consultancy company, whose headquarters are located in Singapore. SJ is the largest, Asia-based consulting firm for urban, engineering and infrastructure work.

The global company consists of over 16,000 employees from more than 120 offices in regions across the world including designers, planners, engineers, and other specialists. They want to change cities into homes with sustainable jobs, which would make a perfect place for the company and the surrounding community.

A clear and consistent approach to making plans has been deployed in the planning process of the Capital Smart City master plan. Included in this plan are provisions for a variety of commercial, residential, and entertainment facilities for use by those who live in the development. There is a focus on making the environment greener. Plans are to have public transport including strategically placed stations, central boulevard, and a cascade of high-rise buildings. The Capital Smart City Islamabad plan covers it all. The concept behind this project revolves around the idea that the destination will provide an opportunity for living, working and playing, and for attracting foreign investors.

The Capital Smart City Islamabad is located in Rawalpindi Region, in the same vicinity as the new Islamabad International Airport. The project is on Lahore-Islamabad Motorway and is situated 9.2 km away from the M-2 Toll Plaza, on the eastern route of CPEC, or only 5-6 minutes away from the new Islamabad Airport. Neighborhoods close to these areas include the Al Mairaj Housing Scheme, Eighteen Islamabad, Lahore Smart City, and Blue World City.

CSCI Total Area

In total, Capital Smart Society covers 55,000 Kanal of land, which is 10 times larger than University Town, its neighbor. It is one of the nearest societies to Islamabad International Airport. In the future, additional land will be added to the project and several other blocks will be added to the project. Currently, society has provided a provisional master plan, which will be expanded over time.

The authorities submitted a request for an extension of land in August 2019. With the approval of the extension in June 2020, Capital Smart City’s land area is equal to 80,000 kanal. There will be no bigger housing society in the area than this one.

Access Points:

Main Chakri Road can be easily accessed from the M-2 Motorway (coming soon) as well as via Ring Road in the near future. The housing society is also directly connected to the surrounding area via the National Highway, Lahore-Islamabad Motorway (M-2). FWO has also approved the construction of a designated interchange from the motorway.

NOC and Planning Permission:

Rawalpindi Development Authority approved the No Objection Certificate of Capital Smart City, which is one of the legal housing projects in Rawalpindi. This first No Objection Certificate granted by the authority to the housing society is currently under revision due to the additional land acquired so the society is awaiting its No Objection Certificate for the revised plan. I anticipate it will be granted in the near future.
